The Bill (Reg.№2320) envisages the defining of the lend-lease and concession peculiarities of centralized water, heating and drainage facilities in the municipal ownership and their lease and concession conduction peculiarities.
Pursuant to the Bill, the decision on lend-lease and concession of centralized water, heating and drainage facilities in the municipal ownership are adopted: concerning the municipal property facilities of the territorial community of village, township and city by the relevant village, township or city councils; concerning the object of common property of territorial communities and regional council administration be a relevant regional council.
Moreover, the bodies authorized with the decision adoption on the lend-lease and concession of centralized water, heating and drainage facilities in the municipal ownership select landholders exclusively through the tender competition.
The Bill contains the principles on the peculiarities of the lend-lease and concession peculiarities of centralized water, heating and drainage facilities.
